Wirral PH driver loses licence for refusing assistance dog

Robert New pleaded guilty under the Equality Act, paid £1,168, and was already found not fit and proper.

Wirral private hire driver Robert New has been prosecuted and stripped of his licence for refusing a disabled passenger with an assistance dog.

It is unlawful under the Equality Act 2010 for a PH driver to refuse such a booking. New pleaded guilty in writing before Wirral Magistrates’ Court on 17 September 2026 and was ordered to pay £1,120 costs plus a £48 victim surcharge. Wirral Council’s licensing authority had already revoked his licence, finding he was no longer a fit and proper person. Cllr Cherry Povall said the case should show refusals will not be tolerated.
