TfL: unpaid Congestion/ULEZ debts can threaten cab licences

Policy v6 from 1 Sep: declare no TfL debt — repeat unpaid PCNs may mean refuse, suspend or revoke.

London taxi and PHV drivers who repeatedly leave Transport for London debts unpaid could lose their licences under policy updates from 1 September 2026.

Reporting says Version 6.0 of the Taxi and PHV Driver Policy adds sections on money owed to TfL for applicants and existing licence holders, covering Congestion Charge, ULEZ and fines. New and renewal applicants must declare they owe TfL nothing; false declarations are a criminal offence. A single unpaid PCN may not block licensing, but repeated non-payment or ignoring a court payment order can show a pattern undermining fitness. Existing drivers who repeatedly incur unpaid PCNs may face licensing action. No automatic numerical threshold is set.
