DECO challenges Lisbon Airport €16/€19 fixed taxi protocol

Consumer group says voluntary flat fares from 15 October may block meter choice and lack proper municipal tariff basis.

Portugal’s consumer association DECO is questioning the legality of a Lisbon Airport taxi protocol setting weekday daytime fixed fares at €16 or €19 by zone from 15 October 2026.

The cooperation deal, signed by Lisbon City Council with taxi associations (and involving ANA / Turismo de Lisboa voucher pricing in related reporting), is framed as voluntary self-regulation until a municipal airport tariff by-law. DECO lawyer Paulo Fonseca told Lusa passengers may not realistically choose the meter at the exclusive rank, and fixed airport fares should sit in a council tariff regulation with a visible meter option. Signatories say prices are ATL-set, not council-imposed official fares, and aim at transparency until a permanent regulation. Treat DECO’s stance as a legal challenge, not a court ruling.
