Wiltshire: Uber shift sees hackneys flip to private hire

Aug 2026: 407 PHV vs 402 hackneys — meter caps block dynamic pricing inside district.

Wiltshire Council says Uber’s arrival is pushing more vehicles from hackney to private hire so drivers can use dynamic app fares.

Reporting cites the September 2026 licensing update: inside the district a hackney must use the approved meter and cannot lawfully charge above it, while outside-district rules differ; private hire journeys are pre-booked and not bound by the same maximum tariff. August figures show 407 PHVs slightly ahead of 402 hackneys (809 total), with 147 PHV operators. Guidance has gone to drivers on joining Uber. Exact transfer counts linked to Uber were not published.
