Stratford taxi policy draft opens 12-week consultation

Stratford-on-Avon’s 2027–2032 taxi and PH draft is open until 21 Dec 2026, with new age limits, DBS and card rules.

Stratford-on-Avon District Council is consulting on a new Taxi and Private Hire Licensing Policy for 2027–2032, Professional Driver Magazine reports — matching the council’s own consultation portal.

The 12-week window runs from 28 September to 21 December 2026. Licence holders, residents, operators and other stakeholders can comment before a final policy goes through democratic adoption. The draft would replace the 2009 policy (amended 2013).

Trade-facing changes

Proposals include DBS Update Service subscription, safeguarding and disability training, NR3 revocation/refusal register use, clearer accessibility and assistance-dog guidance, and revised enforcement.

Vehicle ages: petrol, diesel and LPG vehicles up to 12 years; hybrids up to 15; fully electric or hydrogen zero-emission vehicles with no age limit; current minimum age dropped. PHTM notes renewals today are generally blocked once vehicles pass six years.

From 1 January 2027 the draft would require card or mobile-wallet readers (where coverage allows), an exterior cards-accepted sign, and no payment surcharges.

Email comments to vikki.goodman@stratford-dc.gov.uk or use the council consultation page. Nothing is fixed until members decide after responses are weighed.
