The estimated value is £17,400,000 excluding VAT, and £20,880,000 including VAT. That sum is not guaranteed. It depends on actual usage at the rates submitted with the tender, and Transport for Wales is not committed to spending up to it. The estimated dates run from 1 November 2026 to 31 October 2028, with a possible extension to 31 October 2031. The notice describes the extension as 2+1+1+1, at the buyer's discretion, and lists the overall term as five years. The earliest date the contract could be signed was 1 July 2026, after a standstill period ending on 30 June 2026.
Four tenders were received. One was assessed in the final stage, and that tender was not from a small or medium-sized enterprise. CMAC Group UK Ltd, Companies House number 06054801, was awarded the contract. The notice gives its address as Suite 1, The Globe Centre, St. James Square, Accrington, BB5 0RE. The procedure was a competitive flexible procedure under the utilities rules.
What the supplier must provide
The contract is for a platform to book, manage and monitor taxi requirements across the Transport for Wales Rail network, including cross-border work. The notice asks for an online booking portal and app with real time tracking and reporting, a supplier network able to cover the whole network, a call centre open 24 hours a day every day of the year, a range of vehicles including wheelchair-accessible taxis, a complaints process, and a dedicated account manager. The contract locations are Wales, the South West, the West Midlands and the North West of England.
Operators in Wales
PHTM reported on 19 October 2026 that, after a competitive tender, CMAC will be the central platform linking Transport for Wales with taxi and private-hire operators from 1 November 2026. CMAC already works across Wales in rail, aviation, and the public and private sectors. Bookings are to go through one platform, giving Transport for Wales a clearer view of journeys, with vehicles drawn from CMAC's supplier network.
Welsh small and micro operators are to be connected with national-scale work, alongside support for local jobs and firms. CMAC is appointing a Wales-based contract manager for day-to-day delivery. Directly employed CMAC staff are to have free Welsh language learning for the life of the contract. The customer booking portal and app are to be available in Welsh before the service starts, in line with Transport for Wales's Welsh Language Standards.
Ian Jeffrey, director of Great British Rail Replacement, part of CMAC, said: "Our growth at CMAC has been driven by a commitment to enhancing the passenger experience and improving customer operations through our strong supplier relationships and advanced digital solutions. Being awarded a national contract by Transport for Wales is testament to CMAC's continued track record of reliable delivery and trust within the sector, and we're looking forward to supporting TfW with its network operations."
Ben Clifford, senior project manager at Transport for Wales, said: "Transport for Wales is delighted to partner with CMAC. Their proven track record within the industry, combined with an innovative approach to service delivery, gives us confidence that this partnership will drive further improvements and enhancements to our taxi provision, supporting both our colleagues and customers across the network."
CMAC is still signing up taxi and private-hire operators across Wales before November, and is inviting enquiries from firms of any size through its supplier page.
